Challenge: The state had faced a number of environmental and civil unrest events and had recognised that it had significant stove-piping across its governmental and security departments. This resulted in a fractured and incoherent response to crisis incidents that both prolonged the incident but failed to learn and implement improvements to better respond in the future.
Solution: Harquebus ran a series of seminar events to bring globally recognised experts in crisis planning and management from across the interior and foreign ministries as well as security and policing organisations. This culminated in a series of exercises to test prospective courses of action and readiness.
Result: Senior Decision Makers across the government praised the training, stating it helped break down the organisational barriers that had previously hampered its approach to effective crisis management, while better preparing its staff to consider how they would respond under a range of crisis conditions.
